The reason is that the manufacturer has been losing positions on Android during the past months. May be this is the cause they think the devices from HTC will be more affordable, than the ones from Samsung. As for Samsung, the company is currently on the top of the food chain, so it will hardly give aggressive pricing to its WP8 handsets.
As you know Nokia is not fond of offering cheap phones, especially when it comes to high-end smartphones.
